General Aviation Promotion

The SDPA promotes General Aviation through displays of information about general aviation and the SDPA at aviation events, placing makers promoting general aviation in South Dakota and elsewhere [Displays & Markers], writing letters to local, state, and federal entities concerning aviation interests, emailing legislative & general “alerts” to members & others, and participating in conference calls or meetings with local, state, and federal entities [Letters, Alerts, Calls, Meetings, etc.].

In addition, there were SDPA leaflets and a handout listing scholarships available in South Dakota for pilot and mechanic training on one side and the Values of General Aviation on the backside. A duplicate of the SDPA and "Value of General Aviation" displays was created and mounted on two panels of the SDPA-purchased "wall" at the SD Air & Space Museum, Box Elder, next to the display for the SD Aviation Hall of Fame (Steve Hamilton at left). Six wall panels of the "wall" were used to display photos from the "First Century of Flight in South Dakota" by Norma Kraemer.

  Value of genral aviation display
A tabletop display was created to promote the SDPA, and first used at the Ellsworth AFB event (Steve Hamilton standing, Grove Rathbun seated). The display highlighted the establishment and goals of the SDPA, officers, District Directors, scholarships, communications (newsletter and web site), and activities of the SDPA.

The display also included a panel of photos depicting the "Value of General Aviation" such as air ambulance, fire-fighting, farming & ranching, business, ag spraying / seeding, flight instruction, search & rescue, hunting, tourism, air taxi / charter, recreation, aerial mapping, law enforcement, and service organizations. The display also included the Proclamation for General Aviation Appreciation Month for April 2010 signed by Governor Rounds, and June 2011 signed by Governor Daugaard.

    Dale Knuth, SDPA President, was interviewed by KELOland TV as part of a story about the cramped air space around Sioux Falls Regional Airport.

    SDPA added Treasurer Kelly DeBerg and President Dale Knuth to the SDPA bank account, and began the process of establishing an on-line secure method of paying membership dues and accepting donations on our website. We will inform the membership via blast-email when it is ready for use. The SDPA also has a Post Office Box for sending membership dues via mail at: SDPA, PO Box 89844, Sioux Falls, SD 57109. We are in the process of updating several forms and web pages with the new address.

Alex stated that he would convey our support of S.2458 to Senator Thune. He also said that the office had been contacted by about 15 people concerning S.2458.

    SDPA received a letter for Representative Dusty Johnson, acknowledging the SDPA letter (dated August 19) encouraging him to support the Certainty for General Aviation Pilots Act of 2021 (H.R.4645). Johnson's letter in part read, "Like you, I am opposed to bureaucratic red tape, and will be sure to keep you comments in mind should this bill be brought before the House."

    Joe Bliss, Legislative Assistant for Transportation issues in Senator Mike Rounds Washington, DC office, called Steve Hamilton to acknowledge receipt of emails and letters concerning the NOTAM Improvement Act (H.R. 1262), Retain GPS and Satellite Communications Act (S.2166; Rounds is co-sponsor), and the Certainty for General Aviation Pilots Act of 2021 (S.2458).

    SDPA (Steve Hamilton) tried to email Representative Dusty Johnson five times but failed to get through – so mailed a letter through the U.S. Postal Service -- to encourage him to support H.R.4645 (Certainty for General Aviation Pilots Act of 2021). The bill is identical to S.2458.

    SDPA (Steve Hamilton) emailed Senators John Thune and Mike Rounds encouraging them to support S.2458 (Certainty for General Aviation Pilots Act of 2021). The bill would clarify that individuals engaged in aircraft flight instruction or testing, including phased testing of experimental aircraft, are not operating an aircraft carrying persons or property for compensation or hire.

    SDPA (Steve Hamilton) emailed Senators John Thune and Mike Rounds encouraging them to support the Notice to Airman (NOTAM) Act of 2021, which passed the U.S. House on June 15 and was introduced to the Senate on June 16.

    SDPA (Steve Hamilton) thanked Senator Mike Rounds for co-sponsoring the Recognizing and Ensuring Taxpayer Access to Infrastructure Necessary (RETAIN) GPS and Satellite Communications Act (S. 2166), which would force communications company Ligado to pay the private and public sector costs associated with any GPS interference from their terrestrial-based 5G telecommunications.

    Emailed Senators Thune and Rounds to become cosponsors of S.2244, and Representative Noem to come a cosponsor of H.R. 4672 – both bill titles “Promoting Women in the Aviation Workforce Act of 2017.”  Both bills urge industry to “explore all opportunities, including pilot training, science, technology, engineering, and mathematics education, and mentorship programs, to encourage and support female students and aviators to pursue a career in aviation.”  The bills note that women account for more than 50 percent of the national workforce, “but are significantly underrepresented in the aviation industry.”  According to bill language, women represent just 2% of airline mechanics, 4% of engineers, 5% of repairmen, 26% of air traffic controllers, 18% of flight dispatchers, and 6% of pilots.
